Owner's Representative for Performance Contracting

Elm Engineering was selected by the College to be the Owner’s Representative for their performance contracting efforts. Elm evaluated the campus and created a scope of work that included the following:
- Assisted in the preparation of the College resources and records for a Performance Contracting Request for Statement of Qualifications.
- Compiled and organized existing utility records and college background information.
- Assisted in the preparation of the Energy Service Company (ESCO) tours.
- Participated in an advisory capacity in the evaluation of the Request for Statement of Qualifications and the preparation of the Energy Service Company selection committee.
- Assisted in the negotiation of the Investment Grade Audit.
- Acted in an advisory role in contract negotiations and made recommendations.
- Assisted in securing third party Measurement and Verification services and the development of Measurement and Verification protocol in conjunction with the ESCO and the third party M&V services to insure each project meets its goal over the contract term.
- Provided additional assistance in the design, contractual structure, implementation, and management of Performance Contracting.
- Provided reviews of Energy Conservation Measures proposed by the ESCO.
